چکیده

The distributional impact of the public sector’s budget is a topic of enduring interest for economists and policymakers. The more recent literature on developing countries has focused almost exclusively on the expenditure side of the budget, as discussed in Chapter 2 But the few available studies on tax incidence in developing countries show that some tax policies have redistributive impacts – both positive and negative – of a size comparable to the effects of the more commonly studied social sector expenditures, justifying more equal attention from analysts interested in understanding the distributional consequences of public policies.

On selective indirect tax reform in developing countries

The current consensus on indirect tax reform in developing countries favors a reduction in trade taxes with an increase in VAT to raise revenue. The theoretical results on selective reform that underlie this consensus are, however, derived from partial models that ignore the existence of an informal economy. Once the incomplete coverage of VAT due to an informal economy is acknowledged, we show...

The Asymetric Effect of Tax on Income Distribution in Iran

Abstract The main purpose of this study is to explore the relationship between “direct and indirect taxes” and “inequality of income distribution” in Iran. So, we have used annual time series data of the direct taxes to GDP ratio, indirect taxes to GDP ratio, and the Gini coefficient during 1982-2014. The results of the threshold unit root tests with an asymmetric adjustment show that all va...
